About APSC
The Assam Public Service Commission was established on 1 April 1937 by government decision. of the India Act, 1935 with Mr James Hezelett, a retired ICS officer from London, as its first chairman. Until the new regulations were enacted in 1951, five other officers, most of them retired ICS officers, served as President for different periods after Mr. James Hezelett. When India became a Republic, the Regulations of the Commission were introduced by the Governor of Assam to exercise the powers conferred under Article 318 of the Constitution of India and come into force September 1, 1951.
In the same year, the Assam Civil Service Commission Regulations (Limit of Duties) were promulgated to exercise the powers conferred under Clause II, Section 320 of Constitution. Shri Kameswar Das, a prominent pedagogue from Assam, was the first informal Chairman of the Commission after the promulgation of the APSC Regulations in 1951. He held this post until July 1952.
