The idea of conducting competitive exams for certain posts was first considered in 1853. A committee, chaired by Ruler Macaulay, was formed in 1854 to develop this concept. Subsequently, the Federal Public Service Commission and State Public Service Commissions were established under the Government of India Act, 1935.

The Bihar Public Help Commission appeared from first April 1949 after its detachment from the Commission for the Provinces of Orissa and Madhya Pradesh, as per sub-segment (1) of area 261 of the Public authority of India Act, 1935, as adjusted. Its established status was articulated with the proclamation of Constitution of India on 26th January, 1950. It is a Sacred Body under Article 315 of the Constitution of India.
